It is estimated that 16% of the population of the Municipality of Rio de Janeiro resides in the area of ​​influence of Barra da Tijuca, Recreio, Jacarepaguá and surrounding areas, according to data from the 2020 census) in addition to Jacarepaguá being the most populous neighborhood in the entire Municipality of Rio of January. These data, combined with the traffic jam scenario in the region in view of the quantity of people flow and projections for the coming years, gave rise to the need to reorganize local traffic.

In this context, the concession project arises for the implementation, operation and maintenance of a waterway passenger transport system in the Barra da Tijuca Lagoon Complex, Jacarepaguá and Recreio dos Bandeirantes. The sustainable exploration of this mode of transport in a city that has been expanding its road and subway network, whether asphalt (BRTs, BRS) or rail (in this case the subway to Barra), reorganizes alternative transport, reflecting on improvement in the existing public transport solution available to the exponentially growing population in the region.

With an estimated demand of more than 81 thousand passengers per business day, the future concessionaire will explore the system to be implemented for 25 years and will build and operate 5 mandatory terminals connecting the regions of Metrô Jardim Oceânico, Linha Amarela, Rio das Pedras, Muzema and Gardênia, and may, in addition, suggest the construction of new passenger embarkation and disembarkation points throughout the project's area of ​​influence, which encompasses the entire length of the lagoon complex.
